Ohio Issue 2 Ohio Drug Price Relief Act
On August 3, 2015, Ohio Attorney General Mike DeWine approved petition language for a drug pricing 2016 statewide ballot initiative to enact Section 194.01 of the Ohio Revised Code to seek United States Department of Veterans Affairs prescription drug pricing for state programs. On August 13, the Ohio Ballot Board approved the proposed statute as a single issue. As a result, that measure, backed by AHF and Ohioans for Fair Drug Prices, was cleared for signature gathering to begin collecting the 91,677 signatures of registered Ohio voters required to put the issue before the Ohio General Assembly.
According to the Ohio petition language, “The Ohio Drug Price Relief Act would … require that notwithstanding any other provision of law and in so far as permissible under federal law, the State of Ohio shall not enter into any agreement for the purchase of prescription drugs or agree to pay, directly or indirectly, for prescription drugs, including where the state is the ultimate payer, unless the net cost is the same or less than the lowest price paid for the same drug by the U. S. Department of Veterans Affairs.”
Los Angeles City Measure S Neighborhood Integrity Initiative
In 2016, the foundation sponsored and provided more than 95% of the funding for an anti-development ballot initiative, Measure S, which was rejected with 70.4% voting against. This initiative would have imposed a two-year moratorium on spot zoning as well as developments requiring height and density variances and other changes that would, it claimed, prevent the city from gentrifying and growing too fast. “As we work to house patients in L.A., City Hall focuses on approving $3,500 apartments that sit empty,” Weinstein wrote in a Los Angeles Timesop-ed. Opponents, who included many advocacy groups for the homeless as well as the city’s business community, building trades unions, and developers, said that while the measure addressed some real problems, it went too far and would have not only prevented the construction of new affordable housing but made the city’s overall quality of life worse by aggravating an existing housing shortage. They questioned whether the money spent by the AIDS Healthcare Foundation to get the initiative on the ballot was related to the foundation’s mission, and suggested that it was motivated by AHF director Michael Weinstein’s desire to block a development that would have dominated the view from his office window.
Aids Healthcare Foundation Expands
As medical opportunities for managing HIV became more available, AHF changed its mission to helping individuals with HIV/AIDS live well with the disease through advanced medical care. This shift was marked with the change of the Foundation’s name to AIDS Healthcare Foundation in July 1990.
AHF operates the Out of the Closet thrift store chain. AHF acquired the MOMS Pharmacy chain of pharmacies in 2012, and in 2013, rebranded the chain as AHF Pharmacy.
AHF sponsored HIV awareness themed Rose Parade floats in 2012 and 2013, each winning the Queen’s Trophy for best use of roses.
AHF produced the documentary film Keep The Promise: The Global Fight Against AIDS, depicting the AHF sponsored protest of government anti-HIV funding levels and anti-HIV drug prices at the XIX International AIDS Conference, 2012. The film premiered on March 29, 2013 at the Vail Film Festival.
Housing
In 2017, AHF started acquiring hotels in the Los Angeles area for conversion to affordable housing units, renting them for about $400600 per month. By 2020, it owned seven such properties totalling 800 units.
In 2020, tenants in one of the AHF’s apartment buildings sued the AHF over slum-like conditions in the building.

Ahf Launches Food For Health Program To Alleviate Hunger In La
In response to the ongoing food crisis driven by the COVID-19 pandemic, AIDS Healthcare Foundation has launched the Food For Health program in Los Angeles. Food for Health is uniquely positioned to alleviate hunger by repairing and rebuilding local communities utilizing innovative strategies.
The official opening took place on August 24, 2021 at AHFs Sinclair Hotel affordable housing site in Downtown Los Angeles. Onsite staff and volunteers were able to provide fresh produce and groceries to over 200 families in need. According to recent statistics by the California Department of Public Health, 40% of low-income adults in California are unable to afford enough food, 1 in 4 California children dont have enough food and over 7 million Californians were eligible for CalFresh, but approximately 2.5 million did not participate. The reality is, California has an undeniable food crisis.

Aids Healthcare Foundation V City Of Los Angeles
After filing unsuccessful petitions for writ of mandate challenging the approval of two of the projects under various land use laws, AFH filed suit against the City for violating the federal Fair Housing Act and the state Fair Employment and Housing Act based on a disparate-impact theory of liability. The Court of Appeal held that the trial court correctly found AHF cannot assert a cause of action under the FHA and FEHA based on its alleged disparate-impact theory of liability where AHF has not alleged a policy that is an artificial, arbitrary, and unnecessary barrier to fair housing. In this case, AHF has not alleged that the City’s policy restricts affordable housing the City’s approval of the Projects does not eliminate housing and AHF seeks to impose a new development policy on the City, rather than to eliminate one. The court also held that the trial court did not abuse its discretion by denying AHF leave to amend. Accordingly, the court affirmed the trial court’s decision sustaining the City’s and Real Parties’ demurrers.

California Proposition 61 California Drug Price Relief Act
AHF spent $19 million supporting the California Drug Price Relief Act, a statewide 2016 ballot initiative that would have revised California law to require state programs to pay no more for prescription medications than the prices negotiated by the United States Department of Veterans Affairs , while exempting managed care programs funded through Medi-Cal. It failed by a 6% margin.

In July 2015, the Movement Advancement Project described Los Angeles, California, as a city or county that prohibited discrimination in employment on the basis of gender identity via ordinances that apply to public andprivate employers. At that time, a total of 71 of cities prohibited private employers from discriminating on the basis of sexual orientation, while 69 of those cities also prohibited discrimination based on gender identity. This did not include those jurisdictions that prohibited discrimination based on sexual orientation or gender identity for government employees.
Nondiscrimination laws can cover a variety of areas, including public employment, private employment, housing, and public accommodations. Such laws may be enacted at the state, county, or city level.

Los Angeles Palladium Development Lawsuit
The AIDS Healthcare Foundation filed suit against the City of Los Angeles, alleging that the city violated laws and the city charter when it approved the development of two residential towers that are expected to be up to 30 stories tall. The City Council changed existing zoning and height limitations to allow the development, which would be next to AHF’s Hollywood headquarters. A spokesperson for the development accused Michael Weinstein of filing the suit to maintain the view from his office. In 2019, the California Supreme Court Refused to hear the case, leaving in place a lower court decision against the foundation.
Aids Healthcare Foundation Calls For Increased Monkeypox Response

LOS ANGELES -The AIDS Healthcare Foundation hosted a Zoom teleconference Thursday criticizing the federal and California governments response to monkeypox outbreaks and proposed a plan for the LA County Department of Public Health to improve its containment efforts.
The AHFs plan is composed of 6 points: twice weekly public briefings, warnings to the gay and bisexual male population online and in print, monkeypox notices in commercial sex venues and on hookup apps, federal emergency vaccine supply, cooperation with community partners on treatment efforts, and university studies on monkeypox.
During todays press briefing, AHF President Michael Weinstein said that regardless of what term is used by WHO, monkeypox is a pandemic. the effort at every level of government is failing to address it.
Weinstein argued that the current monkeypox spread is part of the countrys larger failure to prevent and treat STIs, and that many individuals who test positive for monkeypox also test positive for other STIs.
The question that I keep coming back to is when will we ever learn that a small investment in prevention and surveillance is worth a pound of cure? Weinstein said. We need to put the public back in public health.

East Baton Rouge Lawsuit
In 2016, the AIDS healthcare foundation filed suit against East Baton Rouge Parish in Louisiana, claiming it was discriminated against in the awarding of healthcare contracts. The suit specifically targeted funds given to longtime-standing local AIDS service organizations such as HIV/AIDS Alliance for Region Two, Family Service of Greater Baton Rouge, and others. The suit was settled with funding left unchanged.

Unaids Who Must Increase Focus On Test & Treat Late Presenters Says Ahf
MONTREAL—-As the worlds largest HIV/AIDS conference, AIDS 2022, is set to conclude today amid a visa scandal that barred many advocates from the most HIV-affected countries in the Global South AHF calls for UNAIDS and WHO to place a renewed and urgent focus on HIV testing and treatment initiation and retention. Those aspects of the HIV response are sorely lacking from the worrisome UNAIDS report released last week.
While leaders in the global fight against HIV/AIDS have touched on some aspects of Test & Treat during the 24th International AIDS Conference, it certainly seems theres no sense of urgency in identifying new cases and getting and keeping patients enrolled and retained in care globally, said AHF Chief of Global Advocacy and Policy Terri Ford. Even though the UNAIDS report shows how much COVID-19 has harmed the HIV/AIDS response, that cannot be an excuse for neglecting proven Test & Treat initiatives, especially for communities most affected by HIV/AIDS.
Another vital and urgent aspect of the HIV response not represented in the UNAIDS report is a focus on late presenters. Late presentation to HIV/AIDS care presents serious health concerns, such as increased transmission, high healthcare costs, increased mortality, early development of opportunistic infections, and an increased risk of resistance to ART.
Agreement To Host 2028 Summer Olympics
On July 31, 2017, Mayor announced an agreement with the International Olympic Committee for Los Angeles to be the host city for the 2028 Summer Olympic Games. As part of this agreement, it was also announced that Paris, France, would host the 2024 games. Both cities wanted to host the Olympics in 2024, but Los Angeles agreed to wait four years in exchange for financial concessions from the IOC which had the potential to result in cost savings and additional revenue for the city. Specifically, the IOC will give Los Angeles a larger share of its television broadcast revenues, and also agreed to waive costs that it usually imposes on host cities. Additionally, Los Angeles received a $180 million advance from the IOC. Garcetti said this money would be invested in youth sports programs in the city. Finally, the IOC agreed not to take their customary 20 percent share of any surplus revenue that hosting the games generates.

Early Years: Aids Hospice Foundation And Chris Brownlie Hospice
In 1987, activists Chris Brownlie, Michael Weinstein, Sharon Raphael, PhD, Mina Meyer, MA, and other advocates were among the earliest champions of the AIDS hospice movement. They co-founded the Los Angeles AIDS Hospice Committee, which was the catalyst for the AIDS Hospice Foundation that we know today as the AIDS Healthcare Foundation.
Members of the inaugural AIDS Hospice CommitteeBrownlie, Weinstein, Myer, Raphael, Paul Coleman and othersnegotiated for the opening of Chris Brownlie Hospice by protesting and picketing of then-Supervisor Mike Antonovich‘s home. Following an emotional plea for hospice care to Los Angeles County Commission on AIDS, which included the Los Angeles County Board of Supervisors, they secured a $2 million commitment to AIDS care on the grounds of the Barlow Respiratory Hospital.
The group began converting a facility in Elysian Park that had been Barlow’s old nursing quarters into Chris Brownlie Hospice the County’s first AIDS hospicewhich was named in Brownlie’s honor when it first opened December 26, 1988. Meyer, who also served as Treasurer of the AIDS Hospice Committee, was honored in 1987 by the Los Angeles AIDS Hospice Committee with its ‘Heart of Gold Award’ for her early work in the effort to formulate AIDS hospice care in Los Angeles.
