Aids Resource Center Merges With St Louis

Contaminated: the fentanyl crisis in St. Louis

Organization will remain headquartered in Milwaukee

Milwaukee-based AIDS Resource Center of Wisconsin has merged with Saint Louis Effort for AIDS, a St. Louis-based HIV/AIDS service organization.

In an announcement Thursday, the AIDS Resource Center, a Wisconsin health care system designed specifically for patients diagnosed with HIV/AIDS, said the merger will allow the organization to bring its community-based primary care model to St. Louis.

While the merged organization will be headquartered in Milwaukee, Effort for AIDS will continue to operate in St. Louis under its same name. Michael Gifford, president and CEO of the AIDS Resource Center, will continue in his role. The 40 employees of Saint Louis Effort for AIDS will join ARCWs 250 employees.

The organizations have received a $1.7 million grant from the Missouri Foundation for Health to help with the merger and the development and operation of a new HIV medical clinic in St. Louis. The clinic, which is expected to open in January 2019, will be ARCWs 12th location.

EFA has a long-standing history in St. Louis of providing strong HIV prevention programs and services for people living with HIV, Gifford said. We are excited to join forces with them to expand services to the people of St. Louis.

EFA said it has seen an increase in the demand for its programs in St. Louis, where 6,145 live with HIV.

Saint Louis Effort for AIDS, known in the community as EFA, is the city’s oldest AIDS Service Organization . Our programs and services have evolved to address the enormous changes in medical treatment and testing for HIV/AIDS. In 1992, EFA’s Client Services Department began providing case management services for individuals infected with HIV/AIDS.Dining Out for Life , EFA’s annual fundraising event, was first presented in St. Louis in 1993. Today St. Louis’ DOFL is part of international event in 65 cities in the United States and Canada. This week, we turn our sights on St. Louis, Mo., and Saint Louis Effort for AIDS . According to the Missouri Department of Health, 5,186 people were living with HIV in the St. Louis region at the end of 2010. New diagnoses have steadily increased in recent years: There were 261 new diagnoses in 2009 and 300 in 2010. With this upward trend, it’s important to have activists, educators and organizations leading efforts to get people into care and doing outreach to prevent new infections.

TheBody.com recently interviewed Cheryl Oliver, the executive director of Saint Louis Effort for AIDS.

How did Saint Louis Effort for AIDS get started, and how has it changed over time?

In 1992, EFA’s client services department began providing case management services for individuals infected with HIV, and in 1994, was funded as a Ryan White Title I grantee. Dining Out for Life, EFA’s annual fundraising event, was first presented in St. Louis in 1993. Today, St. Louis’ Dining Out is part of the international Dining Out for Life event in 59 cities in the U.S. and Canada.

    Saint Louis Effort For Aids And The Aids Resource Center Announce Merger

    The merger enhances and expands programs and services for people at risk and living with HIV in St. Louis

    EFA has a long-standing history in St. Louis of providing strong HIV prevention programs and services for people living with HIV, said Michael J. Gifford, president, and CEO of the AIDS Resource Center. We are excited to join forces with them to expand services to the people of St. Louis. In January 2019 we will offer primary and HIV medical care, a mental health program, pharmacy, and critical social services that will work hand-in-hand with people living with HIV in and around St. Louis.

    In recent years, EFA has seen an increase in the demand for its programs and services as a record number of people are living with HIV. In St. Louis, there are 6145 people living with HIV however, only 50 percent are regularly engaged in care according to the Missouri Department of Health and Senior Services , Bureau of Reportable Disease Informatics.

    The merged organizations also announced their success in securing a $1.7 million grant from the Missouri Foundation for Health. The grant funds will aid in the success of the merger and help in the development and operation of the HIV Medical Home in St. Louis.

    Only half the people with HIV in St. Louis are regularly engaged in care. This merger aims to change that.

    AIDS Resource Center of Wisconsin merged with Saint Louis Effort for AIDS . The merger was effective September 1 and marks ARCWs 12th location in three states , according to an ARCW press release. Whats more, a $1.7 million grant from the Missouri Foundation for Health will go toward helping the merger go smoothly.

    As part of the merger, the St. Louis organization, which will operate under the name Effort for AIDS, will expand its programs and services. Notably, the merger will bring an HIV Medical Home to EFA, which will offer primary and HIV care as well as an on-site pharmacy.

    The merger arrives at a good time because EFA has seen an increase in the demand for its services. In St. Louis, 6,145 people are living with HIV, and only half of them are engaged in care regularly, according to statistics from the Missouri health department quoted in the press release.

HIV/AIDS is the leading cause of death amongAfrican-American women age 24 to 29, and the second-leading causeof death among African-American women age 30 to 34, she says.Surprisingly, 22 percent of HIV-positive cases are among adultsage 55 and older, many of whom have stopped practicing safesex.

    Robert Rayford of St. Louis had the first known HIV-AIDS case in the United States. He was 15 years old when he died of AIDS in 1968. His cause of death was misdiagnosed at the time.

    When Kim Bouldin-Jones worked in outreach with St. Louis Effort for AIDS in the mid-1980s, she said, her main strategy was to meet people where they are: that often meant finding a gay bar and becoming a regular there, handing out condoms and talking about harm-reduction methods. She would sit down in a bar, and converse with people.

    Actually getting out on the street and talking to them about their risk factors is how you get people to lower their risk, she remembered. You cant go from 10 to zero, but you can minimize risk.

    Since the COVID-19 pandemic hit St. Louis a year ago, shes been seeing parallels between her own work against the AIDS epidemic decades ago and the effort against COVID today.

    Both infections have disproportionately impacted marginalized communitiesBlack communities in particular. In fact, the first known HIV-AIDS case in the United States was that of a Black youth in St. Louis, 15 year old Robert Rayford, in 1968. Between Rayfords death and the discovery of antiretroviral medication in 1991, AIDS was a mysterious disease and a death sentence.

    In addition, much as we have seen with COVID, efforts to curb the spread of AIDS were plagued by misinformation.

    That is an HIV parallel, Parikh added. If you get COVID, if you get HIV, then you didnt do the basics.
